there's a fish store going out of business in weymouth and they are selling some monster tanks. he's selling two 300gal. tanks... one has a stand and wetdry filter for a grand, the other is $400.

but here is my issue. I cant fit the 300gal. and im kicking myself for it... but my problem is i want the 220gal. it has no stand. are cinder blocks really sturdy for that much weight and what would you put on top of it? a piece of plywood? i'd cover the blocks with some black sheets to make it look nice at least. is this a smart way to support this tank?

should be fine I would run several 2x4's or 4x4's across in between the plywood and blocks. You could use other dimensions but if you do not support the plywood under the middle it will not provide any support for the middle of the tank. Even if it doesn't appear to be bowed there will still be no support.

Might be okay without it but I would rather overdesign and be safe

You'll be fine...I agree with ammerman about the 2x4's....I had a 7ftx2ftx2ft resting on cinder/plywood for almost 4 months...
