In and Out Fish Size

Why is it when you measure a fish that is inside a tank is small and you put it at the uppermost surface of the water and then you realize it isnt really small. For example, my osphronemus goramy, in his tank he measures around 5" but when I take it on the uppermost level of water it measures 7.5".
