Yep. In the koi pond world there are always valves at the bottom of DIY filters to drain out the waste.

I like that idea, but the rest of that filter doesn't seem like it would work very well. Maybe we're missing a lot from the picture.

yea, that's kind of a weird design, I really don't understand that filter either. The valves are cool though.
