Insufficient Lighting?

I have been really low on cash lately but I have been able to fork out enough for a 10 gallon tank (used) for planting. I have a small c02 kit i bought for it for 30 bucks, but lighting is the real issue here. I have a flourescent (used) light with a coralife nutrigrow light (15W) on it. I know 1.5 WPG is not enough to grow what I want (a field of riccia and a java moss bonsai tree [i understand java moss doesn't require much]) I found an old light, one of those cheap standard lights for aquarium kits with the 2 screw in bulbs... and there are 2 small 15W lights on it (definitely not for planting purposes). Is this good enough? or should I throw in another 40 bucks (sniff sniff) for a clip on 25W light for the tank on top of the 15W floresecent?

Put Phillips 60w 'Plant light' bulbs in them, $4.99 each

Have one on my 6gal planted 6-8 hours a day, and java moss, java ferns, peacock ferns and wisteria are all growing like crazy.

Would it be overdoing it to use that on my 10 gallon on TOP of my 15 w?

Shouldn't be a problem, may have to experiment a little with how long to leave it on so you don't get too much algae, but it's nice being able to move those lights around to get the best coverage.
