intake , return placement.

If my intakes are at the top 1 - 2 inches of the tank, and the retun is just below the intake level; am I not just filtering the same water over again?

I used to keep the return on the bottom of the aquarium but moved it back to the top so i could get some better current and water circulation. Did I mess up by doing this.
 
Just put 1 or 2 powerheads on bottom if you feel it is needed. If you have no other circulation besides the filter, then yes, you are just filtering the same water...

Wouldn't it be better to put the back on the bottom and put powerheads up top?

Unless you have a reef tank or fish that come from a fast moving river, don't worry about adding power heads. The water will mix itself with the current of the pump and by diffusion.

The proof of this is that if you test any water parameter, it will be identical at any point in the tank.

I kind of thought that since every sump setup I see, has the intake and return located next to each other. But Just for the heck of it I through on a fluval 403, that i got for 50 bucks.
