In my 75g on my penguin marine land filter I noticed today that the intake is slowly spinning and it has been for about an hour
 
Can you explain that a little bit better? I'm not clear about what you are talking about. Every penguin filter I've ever had had no parts that could spin like you say they are, so what part is spinning?

The intake tube that’s in the water, it’s never spun before and all the sudden it’s slowly rotating.

Was thinking or maybe algae is blocking the impeller and making that tube spin a bit but I’m really not sure if that’s even connected to the intake or why it would be

If possible post a pic of the intake tube.
 
A model number would also help understanding the issue. For instance, the 300 series (300, 330, 350) all have square intake tubes (not round). So, it this a smaller penguin with round intake? In any case, a small piece of teflon tape would stop any looseness.

So it is not a Penguin as originally stated. Not familiar with that model. Regardless, a small piece of teflon tape should solve any looseness, although normally it shouldn't happen.
