interested in planting tanks

You could get some sweet looks with spotlights but I would definetly recommend low light ones to test it out first. You could make it look pretty nice with some Anubias/Java Fern attached to driftwood in some strategic spots

can those kind of lights support low light plant growth? like java fern or anubias?

pretty sure it lacks the whole full spectrum of light aspect the special bulbs offer

Depends on where you place them relative to the spots. As s14swap240sx pointed out spectrum is an issue but you can also find full spectrum spots but they are more expensive.
One thing I will caution is when you get to the 25+ inch depth plants become a bit more hassle until you hit the scuba gear maintenance size tanks. I'm 6 ft and have trouble reaching the bottom and the depth you need to worry about is rim to bottom since you need to get the plants into the substrate.
