Is chlorine green???

I spent 2 days to find out the cause of why my tank (water) is tainted green. alot of you guys suggested that it would be algae but it's a new tank (with old sand). anyways if you look at the tank (with the water inside), the water looks green but if I just look straight the water (no glass), it's all clear and good. Now i'm 75% sure it's chlorine cuz it smells of it (there's chlorine in my tapwater) and I read that chlorine chemical are green (not so sure because it was just one sentence with no explenation). Also pool water is blue right??? My tank setup is a day old and I changed 30% of the water today. It's not blury anymore, just a slight but extingustable green colour.

Only chlorine gas is yellowish-green coloured. Dissolved chlorine is colourless
 
dang now i'm clueless. So it's not chlorine and i'm pretty sure it's not algae. what else?? Is it just plain sand debris that causing it?? The tank is all clear now. Hallaluya!
