Is it possible to change the substrate without removing the fish?

I'm planning on replacing my gravel in my tank with pool filter sand and was wondering if it is safe to do it without taking the fish out.

I did the same thing once in a smaller tank I use to grow out african cichlids. Just turn of the filters if you have canisters or hob so they do not suck up sand. I just added small amounts with a container I could put under water and poor the sand out almost on the bottom of the tank. It didn't seem to bother the fish at all.
 
I've done it a few times before,ruined some goods nets in the process though.
 
I've changed from sand to gravel, with the fish in the tank, and they were fine.
 
Best to remove the fish first. How would you feel if dust enters your lungs?
That would be how the fish feels if you just pour PFS into your tank without removing the fish.
 
Of course I do not see why you would have to remove the fish.
