Is it possible to OD fish on water conditioners?

I am wondering if it is possible for fish to OD on a water conditioner meant to either condition tap water so that it's suitable for fish, or condition water so that tap water is suitable for fish while providing some additional benefit, such as improvement of fins and scales (something like what Aquaplus claims to do)?
 
Yes, I believe that if you add to much that it will eventually change the composition of the water, thou I think it must be a HUGE amount to make an effect. Cant remember where but I thought I read somewhere that if placed in HUGE amounts within your water that it decreases the amount of oxygen in your water.

All substances are toxic in large quantities. "Large" is not constant for every chemical though, lethal dosages vary per chemical.
 
Say you have a large bottle of AquaPlus water conditioner. It treats ~950 gallons and you empty half of it into a hundred gallon aquarium, so roughly 4 times what is supposed to be in there. That too much or can they handle more?
