Is it still cycled?

Hi,

I was wondering - can a tank decycle?

I have a 14g tank set up for fry. About a month ago I took substrate and rocks out of my main tank + emptied out a canister filster into the 14g.

I put my JD's in there a few weeks back to try to induce breeding but then took them out as it was too small (don't worry, so are the JD's).

Anyway I found eggs again today and want to move the rock into the 14g but want to make sure its still cycled.

No food (ammonia) = no living bacteria
 
One thing I forgot to mention is that I did put 2 little neon tetras in last night.

I think one died in the filter and the other is still happily swiming around.
