Is my tank too small??

Ok so I finally found some useful information on my new water cow from a guy I met at my LFS. he was giving me all this information about feeding and care and all of it seemed accurate. But he said that he keeps his 6" (same size as mine) water cow in a 10 gallon tank. This seemed a little misleading. He said because they don't move unless they're hungry (which I've found to be true) that he doesn't need much space. All they need us a hiding cave. Is this true? Can I really keep him in that small tank? He said that he has to make sure the water is crystal clear and well filtered
 
The scientific name is ELEOTRIS picta. Sometimes called a sleeper goby
 
They seem lazy but 6" is still kinda big for a 10g i really dont know much about them but even if they dont move that much id still get a larger tank for him.
 
mmm i found out they can grow up to 26...and require minimum of 125 tank size, atleast the one i see...i dont know how many species they are.
