Is there a clove oil substitute?

I assume you mean to temporarily knock out a fish, to do minor surgery, etc. If you're just going to euthanize a fish, I prefer blunt trauma, as it's faster, or you can put the fish in an appropriate sized container and put him in the freezer, and he'll slowly succumb to hypothermia (supposedly, in a cold-blooded animal, it's just like going to sleep)

I prefer club soda, you just have to be VERY CAREFUL that you get them out of it as soon as they go under. If you leave them in much longer, they could die.

So the process is, pour the club soda into a container, and put the fish in said container (it's normal for him to spaz out a little when the bubbles hit him)

When he goes under (the best cue is to watch for him to color up really nice) pull him out of the water and do whatever it is that you're going to do to him, then put him back in the tank, and resuscitate him (like you would with a fish you caught on a rod and reel, just push him back and forth in the water until he comes to) then you're done
 
are you trying to knock the fish out temporarily, or are you trying to euthanize it?
