Is there such a thing as too much current?

Mmmmk so I know this isn't a MF related question but i need help and have no where else to go. I am currently running a 10 gal setup with a penguin 350 bio wheel filter (it is gonna go on my 55 when i move into a house) and i know that is kind of over kill filtration wise. My problem is it seems like there is too much current and that my poor little tetra's and guppy are constantly fight to not get cought in the intake. Do you guys have any idea how i could slow this filter down at all?
 
where the intake strainer is take that off and replace it with a flexi hose and a valve orr put a seriously dens sponge or scrubbie on the intake oorrrrr buy a different filter
 
Fish need a place with little to no current to rest when the lights are off. If they are struggling during the day with the lights on; they will be in serious trouble at night.
