I've been wanting to buy this aro as the lfs claims it to be a cross of banjar and rtg but I'm having doubts. Could this be just a banjar? Coz for $200 this might be a ripoff.

A fish should never be purchased on just a name
If you like the fish and $200 won't brake the bank then buy it
A very high number of Asian aro keepers who buy a banjar or red tail gold normally upgrade to a red or xb at a later date
If you are buying to get some aro knowlage under your belt before you drop $1k+ on a different aro then $200 isn't a lot for any Asian aro
That said the cert should say what it is if it doesn't have a cert or import papers don't buy it no matter how much you like it
