Is This A Congicus?

Down in the bichirs they say they have a congicus, but like, I thought they were "uppers", and the one in the picture appears to be a bottom.

I don't quite know but, those prices to me seem really cheap a 7" palmas polli for $40 and its wild caught I was going to buy one for $50 for a 4-5 cb.
