Is this a female or male arowana

You can't reliably tell the sexes apart. I think it was qain hu in Singapore that developed a method of measuring the head which is claimed to be around 70% accurate in determining a male, but I stand to be corrected, been a while since I read that.
 
Generally, a male silver arowana lower jaw will extend longer than upper jaw hint to carry eggs and fries in their mouth but I'm not sure this apply to Asian Arowana, below is a male jaw structure of a silver.

My silver female has longer trailers on her pelvic fins versus my three males. Can only be seen side by side. Sorry. No help with Asians.
 
Male. Large bullet shaped head and slim body. Viewed from top, the head is long and the body is streamlined.
