Is this algae? *load*

I think this is algae, but I am not sure. Only one of my tanks has this stuff, and I try and get it all out when I do water changes, but within 2 days it seems to cover every surface of my tank. It looks like spiderwebs mixed with dust bunnies. I have been feeding very sparingly since this stuff appeared, but that didn't matter. What is the best way to get rid of this stuff without killing any fish or plants? (sorry about pic quality)

Fish: JD, GT, Jag, Convict, 3 Sen Bichirs
Plants: 2 Amazon Swords, 3 Rubin Swords, 2 other unknown plants

Ok, I did some searching, but couldn't really find anything on fungus in an aquarium. The only stuff I found was on fungus on fish. How do I get rid of it?
 
take out the plants or the decorations that thing is on and wash it under water.then make a water change. make a couple of quick water changes and you should be good. i had the same thing in my planted tank.
 
It actually started before I put the plants in there. I first thought it was algae, so that is why I planted the tank. To hopefully choke the algae from nutrients. Over the last couple water changes, I have taken the decorations out and cleaned them completely, but within 2 days it is back in full force. The only plant that it actually attaches itself to is the one in the photo. All of my swords are completely clean. If it is a fungus, can I just buy some medication from the pet store to clear it up? If so, what is my best bet?
 
Ok well I guess I will go out and get a bottle of pima-fix then. Any ideas as to when I should see it start working?
 
Ya that is what I was going to suggest. If your dealing with a fungus in the aquarium, just hit it with meds that take care of the fungus but you don't need to do full dosing because its not on the fish. The pima-fix should be alright but you don't want to stress your fish out while trying to get rid of the fungus or you might run into other problems.
