Is this aquarium safe?

Was at Home Depot looking to make my life easier on taking out my filter sock. Currently I have a 1.5" PVC for my return and if I cut it shorter, there will be more splashing sound.
Looks like the same material used for the kids party jumpers (smells like it too).

What are things on rubber to look for that are cons for aquarium use?

being it's a discharge hose, I'd avoid it. unless it's specified for aquarium or food use you don't know if it will be leaching toxins or carcinogens into the water, many of which won't kill your fish immediately.

It says in the Specification Not intended for Potable use water. So if its not safe for drinking water I would stay away from using it for my fish.

I'm not saying I would use it, but "not intended" and "not safe" for drinking water are two entirely different things.
