Is this enough surface movement to oxygenate my tank ?

That depends on the size of the tank, the water temp, and fish load, but in general I'd say probably.
I agree, bigger tank generally means larger surface area which equals better oxygen transfer. The agitation in the picture looks like enough

ywa its a 180 with one florida gar in it it... I plan on having three more larger fish... but i mean the ripples go all the way to the other side easily... the gar was just put in the tank today... just kind of sitting on the bottom.
I have two 300 watt heaters. My basement is cold as **** so i set them to 30 deg. I doubt they are reaching it... im going to buy anjother two 300 watt heaters.
I have a 180 and it has the same agitation as yours, and it's perfectly fine. Btw I have one 300watt ehiem jäger heater in there and it works a treat. I recommend it if your having heating issues.

I absolutly HATE air pumps. It reminds me of what someone would have with a gold fish, a little castle and a bubble wall... I have an never ending hatred for bubles in my tank. lol
