Is this fin rot?

was wondering is this fin rot? sorry for the bad pic. theres too small spot that look like a C cut. on on the bottom fin and one in the middle of the tail edge.

 
sorry pick to bad to tell much of anything.
 
The photo is a little blurry but it does look like rot.
 
well lets ask all the questions, water perams, fish size, tank size, water change schedule, tank mates, any thing new added lately? diet. and what type of fish is it.
 
fish will split there fins from time to time just being fish. with rot will usually be a over all raggedy fin looking thing, and not really a rot so much as a bacterial or fungal infection. Think fungal infection in your toe nails, ragity no defined edge bla bla bla. with it comes some kind of discoloration normally a white filmy fringe on the infected edges.
 
i'll check the water tonight, fish is about 5 inch long or 6". tank size is 125 gal and only him by himself. its a jardini. water changes once every 2 week or 1 week depend how much the fish eat.
 
oky heres my water perm.

Nitrate - 10-20ppm (Hard to tell since almost the same color)
Nitrite - 0ppm
Ammonia - 0ppm-25ppm (Hard to tell since its got a light greenish and yellowish color)
PH- 7.6
 
If your ammonia is showing any green I would be concerned. What kind of filtration system are you running?

Water change every 2 weeks is not enough imo. What percentage are you changing out?

I'm just saying look like light greenish/ yellow color. I have 2 aquaclear 110 and 1 fx6. I chang mosty 1/3 depending how high is the nitrate. If it's 20ppm 1/3 and if it's 40 ppm 1/2.
