Is this herp setup suitable?

This is my current reptile setup. On top theres a 60x30x30" Cage housing a Male Leopard tortiose. Underneath are 3 Tub Heated by 2 Heatpads houseing 3 young cornsnakes and next to it is my Ball pythin in his 24x18x18 viv. Is this ok?

The only thing I can think of is raise the Ball Python cage off the ground by 6" to prevent the floor from heat-sinking the cage.... which lead to wasted energy heating it.

Aren't those bottom cages small for a tortoise?
