My senegal bichir eats fine, swims around fine, but when hes sitting at the bottom of the tank, he keeps opening/closing his mouth constantly like hes breathing or something. Should I be concerned? He has been doing it for awhile I believe.

Yes it's normal. His tired and have a full stomach that's why.

My senegal has puked before. Right into the inlet of my fluval canister... god that was a nasty mess. but yeah it is pretty normal
