Is this rapid breathing? VIDEO. Please Help!

Bought this guy a in mid may. He has been flashing repeatedly, with no signs of ich or other issue. I have treated repeatedly for ich, and used a cycle of jungle parisite meds. Still will not stop flashing. No other tankmates exhibit this behavior. His appetite is VERY good.
Now I have noticed what looks like rapid breathing, but I am not sure. I have moved him to a hospital tank. Sorry for the low light, the bulb on hospital tank went out. follow this link to see video of what I think is rapid breathing.

No stray voltage, all chem levels are good. WHY will he not stop flashing, and is this rapid breathing? Going nuts here.:nilly:

Looking at the video it looks like (Low Dissolved Oxygen Tension) This is relatively common "gasping fish syndrom" in which the dissolved oxygen level of the water drops below that required by the fish. Try moving the fish and see if that corrects it. However be ware that gas supersaturation can cause these same sympyoms, as can bacteral, protozoan, and metazoan gill diseases.
 
I do not see a lot of water movement in the tank, I have that exact same filter machine in one of my tanks and it does lack force..

Try putting in an airstone or bubblier in the opposite side of the tank..or if you have one handy add another filter machine to the other side of the tank..I know it is a hospital tank, but it is worth a try...
 
I just put him in the tank you see in the video this morning. He was in a 150gallon (well established) with several tankmates. No tankmates had same erratic behavior (flashing, rapid breathing).
