Is this Shell Rot?

Found this little Guy while jogging today on the sidewalk, assuming its a pert since RES aren't Native to here and there is no water anywhere and its pretty cool in the morning. Seems healthy except for two small white blotches on his shell, trying to identify if its fungi or shell rot and what to do to fix it.

No it isnt, just make shure you have a good uv ligth for basking and it will clear nicely with time.

it looks like the parts of the shell are getting ready to peal...at lease thats what my parents RES, look like when doing it.

Cool, just worried about the little guy, sure he has the first stages of RI also, he keeps opening his mouth when basking and has a slight list in the water. It was chilly this morning, and he probably got sick.

WOW that means you have to act ASAP! Go to the vet, he is not a new born so that means he is capable of handling a injection. I had some small guys with that condition doing great with baytril.
