is this to much light for my low light 29

Well the extra flashy light looks could create algae problems with those kinds of spectrums but the planted light will be fine with a 29T tank so I'd stick with just that and be done.

I have no experience with this brand fyi just going off what they say

If you are planning on having low light plants, you would be fine with a single t8 fixture on top of your 29 gallon.

I've got low light plants in my 125 and all I have is a 2 bulb shoplight on top. $25 with bulbs. Plants are doing great.

The hardest part is having patience. :)

id like led, so I want that my option, wonder if just the mosnter ray could do it by itself
 
It really depends on the size of your tank and which plants you'll have. I have the Current USA Satellite + LED for my low tech planted SA Cichlid tank and its not enough light for the plant growth I'd like, since my tank is tall, 28 inches. However, it is a really great light. Nothing against monster ray, but if you're looking for pop, sat+ imho has ALOT more ways to achieve one of your goals. Also the same price range as monster ray. Yes, it might be a bit extra flashy ;-) and there's always potential for algae, but with the range of options/spectrum, it can't be beat. And the child in me likes playing with all the buttons....

The link below has par data for the monster ray and original fugeray. Unfortunately the par data isn't out on the new fugeray planted plus yet. But I'm hearing its between Finnex original fugeray and their ray2.

After a ton of research and procrastinating, I've finally ordered the new finnex fugeray planted plus as a second light. Hopefully the current sat+ and finnex planted + will finally give the balance of pop and plant growth. Maybe the combo would work for you as well ~ esp since you're looking at heavily planted w/o co2? Btw, current now has a ramp timer, you could use on any of the above lights. About $20 w/prime on amazon.
