Is this UV strilizer salvageable?

So I got this UV sterilizer used from a fella on Craigslist, it came with the Magnum 350's I bought. I paid a outrageously awesome price for all of it! The magnums work and are in good condition but I took the bottom off this UV sterilizer and it seems the quartz sleeve leaked and ate away at the bottom while in storage.

When I took the bottom off the light bulb basically just crumbled because it was so ate up. I tried to unscrew the bottom so I could inspect the electrical part of it but I had no success, seems the screws are rusted into place. I might try again with a power drill.

That's one problem, another problem with it is there is a needle sized hole in the quartz sleeve.... its in a VERY accessible spot and is the only fault in the entire sleeve (I tested it out with one of the magnums). The company "DCustomSeaLife" apparently went out of business so ordering a new quartz isn't an option...unless someone knows of another brand that is compatible. How could I patch this hole? Silicone? Anything at all?

I have never had one of these so I don't know how sensitive it would be to a quartz leak. I would love to put it to use on one of my tanks...help is appreciated! :D

I'm pretty new to UV sterilizers myself, so take this only for face value... but i would say if theres a chance water will get into any of the components, such as the bulb or wiring, then it maybe a better idea to change it... since even a little bit of condensation inside of the casing where the bulb sits could quite easily burn out your UVC light...
