Is this white film Normal?

I made a 100gl DIY Sump and noticed this white film on the Silicone (GEII). I let the silicone dry for 5 days outside then filled it up for a week to make sure I resealed it right. It was cleaned before I set it up under the 300. It has been running with cycled media for about 1-2 months...

I looked at my other tank and dont see this on the plastic wires or glass so Im assuming its from the Silicone...

Any ideas what it is and how to get rid of it?

I have it in my wet-dry too. Never paid any attention to it and it has not seemed to affect anything in the tank.
