Liz, I currently lead a local animal welfare group along with the others. Proud to say we have rescued nearly 150 dogs (abandoned, stray or abused, whether with owner or not) and at least 300 cats. The unique thing about this is that if the owner has been found to be already incapacitated and unable to take care of the dog, no more money after learning all the efforts they had done to save the dog, then, that is the only time we are willing to take the dog into custody, treat them under vets and put up for adoption (with stringent screening process). If the owner has been found abusing the pet, then a lawsuit is filed against them if there is sufficient evidence collected. In most instances, however, we just provide them a warning that the next time a random inspection is conducted and the same abuse is done, then they will be landing in court. Otherwise, we tend to give them a chance to clean up their act.
There's one area that has already put up laws banning those in relocation sites from owning dogs. Though this seems cruel to some animal welfare groups as the folks are deprived of dog ownership, this has a valid point. How will they be able to cope up additional expenses for medicines, vaccines, etc if they do not have enough money to take care of themselves? The only part of the law I disagree was euthanasia of dogs after a week if they are not adopted by someone else not within the relocation site.
