IT with a nipped fin

i left town for 4 days and returned to an IT with a nipped dorsal ray it is not bad but the cut is clean no loose edges. looks like some one used a hole punch on the fin perfect half circle well i am try to find the culprit and my question is can a NGT make that sort of bite???
