I have a male and female jack dempsey and they are both about 3 inches. And I want to make my 29 gallon just look better but I don’t really know where to start.
 
They will outgrow that tank, but to answer your question --- if it is a display tank, some wood, rocks, caves would be nice. Plants won't do well, b/c Jack Dempsey's are diggers and they'll mess up any plants you try to plant. If you like the visual of plants, then I'd recommend getting some of that tank backing that you can tape to the outside of the back of the tank.

If you are looking to spawn them, then put in more caves.

Don't forget those water changes. To keep them healthy in that tank, you'll probably need to have water changes at least once a week.
 
A friend of mine had the most interesting JD tank I'd seen.
It was a 75 with a pile of rocks and water logged wood, in the middle of the tank.
It had 1 alpha male, and a harem of 4 or 5 smaller females.
The male perched above the pile, and females wove in and out of the pile, with a number of simultaneous spawns.
I also agree with Nilsafeller, that your 29 is way to small, because in that limited amount of space, it is likely the male will eventually kill the female. And since JDs can reach a length of 10" under proper care, I wouldn't keep full grown adults in anything under 100 gallons.
