Jack growing right?

In December I bought a jack at about 1/2 - 1 inch, and now he is only about 2-3 inches. Is this a normal growth rate or should he be much larger at this point?

It's normal. I wouldn't generally expect more than 1/4" per month for a cichlid that gets to around 10". There are a lot of factors that would affect growth rate like sex, genetics, diet, stress level, amount of water changes, etc. You should also paying close attention to body height and girth.
