Jag eggs wont hatch, not being fertilized?

I've had a breeding pair of jags attempt breeding probably at least 5 times now. They go through the whole thing perfectly as far as I can tell, the female lays eggs, the male comes in and goes over them, then they wait, 1-2 days later they are all white and they have to eat them. They are laying eggs right now and I noticed the male's (im guessing) breeding tube isn't down, is he just not fertilizing the eggs? He follows the female after she lays some eggs:screwy: Any ideas of what is going on. I've heard of males that want to make babies when the female isn't ready, but never the other way:irked:
Here are some pics 1st you can see his tube isn't out but she is in the pot still laying eggs, 2nd is her you can see her tube is out.

Nope. Ive heard of two females pairing up, but as soon as one or the other starts to lay eggs they usually end up wanting to kill each other. I don't think I've ever heard of two females laying eggs together over and over and over again?
