Jager 250's that turn on but won't heat

Cleaned up and rearranged the fish room a little. Finished early and decided to tear open one of my broken jager 250's. That lights up but won't heat. Here's what I found. In the process of soldering it back up as we speak. Hopefully it works

Works fine now. Solder does not like to stick to the element though it was fairly difficult.
