Jager ts series heaters

i just received my ts series 250w jager heaters (2) and turned them on (set at 80*)... its been almost 20 min. and the temp in the water hasn't risen even .1*, the red light is on and all... does it just take a while for them to get warmed up ?
oh and they came with these little white plastic like rings, what are those for ?
lol this is my first time using eheim jagers so i don't know much about them

hehe I take it you figured out what that little button on top is for. I had the same dilemma when I got my first jager. Great heaters and last forever.
