From what I know, no. That is a sign of a bacterial infection. Do you have a picture?
 
I can't get a good photo because he hates my camera phone but it isn't like a patch of scales sticking right up, it's even over his whole body and barely raised also I'm comparing to my biggest oscar which is a similar size but has really flat scales and they're smaller scales so I think it might be just because the jag has big scales. I'll try get a good photo later.
 
It's possible the color and/or size of the scales make it appear to be sticking out.
If they are sticking out though you have a problem that needs to be addressed right away.
 
with out a pic can not really comment. any issues with the slime coat?
 
He's really active, eating well and he's looked like that since I got him about a month ago. Not bloated but you can see his stomach is a bit bigger at the moment because he's been fed quite a bit lately, he didn't eat for a few weeks when I first got him being in not that big of a tank at the moment but my 600L tank is going to be up and running in the next 2-3 weeks. I'll try and get a photo now.
 
Best I could get he hates cameras and other people, he's very shy but very aggressive and I can tell when he's hungry because he flares his gill plates at me when I get food out.

Hmm. Well I can see what you mean in the second picture if I zoom in. They do look ever so slightly lifted, but not sticking out.
Maybe someone else can comment on it more.

I'd keep the water clean as possible and keep an eye on it.
 
And actually I've probably had him for almost two months now, it's been a bit blurry because my mum died of cancer about a month ago now and it was undiagnosed, just so unexpectedly.
