My Jaguar pair laid eggs. Is it okay to do the partial water change when there are eggs in the tank or should I wait till they become wrigglers?

Yes but stay away from the area where the eggs were laid. The parents will attack your hand protecting the eggs.

I haven't done this with jags but I don't even recommend getting close to con eggs

Yes, it’s fine. Just stay away from the pair so you don’t get bitten lol.
