jardini and black aros

just recently moved to Florida and finally went out to purchase some fish. the fish i want the most are jardini and black arowanas. i just found out they are both illegal down here. is there a reason the black is illegal but not a silver? it does not make sense. one more reason to move back to The Garden State.
