Does he do this at night (when the lights are off and you can barely see the tank and he cant see you)? He might just be scarred.

If you have been keeping this fish for a while and he all of a sudden started doing this then yea he might be sick.
 
if the jar is new then it might be normal for it to do that. when i bought my new jar it stayed at the bottom too for a couple of days. when it got adjusted to the tank it starting swimming freely.
 
if new its stress if not sumthings wrong with the water
 
How long has the Jar been in the tank??? Mine just chilled on the bottom for a few days until he got used to the tank when i got mine..
