Jardini fins

a few months ago my 12" jardini had a bad case of fin rot. The fins have regrown since then but still have one split in them. My question is, why are the edges of the fins still white? They have not been fraying or getting shorter, they just continue to stay white on the edges.

Water is good, and temperature is about 75 degrees constant. Water changes are done weekly and he is the only fish in his tank.

I would try upping the temp to 80, adding aquarium salt, and adding melafix. Also how big is the tank, what are you using to filter it, and how much water do you change per week? Pics would certainly help
 
its in a 125 at the moment. I have tried melafix before but it didnt do anything and also the salt/temp method.
weekly water changes at about 30-35%
filtered with dual ac110
