Java Fern Problem

Is this caused by Silicates? Lighting is around 2 watts and water is 0's with ph 8.0, temp 78

I don't believe this is silicate damage. High silicate damage usually shows up on Java Ferns as whole brown patches on the leaf; usually towards the tip of the leaf. The leaves won't generally break up immediately either...
