Java Fern Roots on Leaves?

I bought some Java fern for my Munba tank around a month ago. Not much growth but it looks like I have roots sprouting on the leaf tops and mid sections? Is this normal? I have 1 48inch 40w Actinic, 1 48inch 32w 6,500 superday, 1 24inch 32wat 5,000 florasun max plant growth and 1 24inch unknow. Are they doing this because of low light levels? Thanks in advance...

on mine they started with the roots and then they sprouted leaves and then you could pull them off the big leaf or just wait, and you will have some more java fern.
