java on cement?

I know that java moss will attach to rocks and drift wood.I am making a hill/cave structure and covering it in cement would/can java attach to this?
 
Depending on what you intend to keep, that could be a bad idea. The cement should be sealed to avoid leaching of minerals.
 
what could/should i seal it with?
 
Silicone won't work that great to seal it, and will cost a ton. 2 part epoxy paint will work far better.
 
so like epoxy resin or actual paint?
