Most of my cichlids do that when there is an issue over territory. Liplocking can result in injuries and even death, so keep an eye on them to make sure they are not doing any major damage. My Jd and jewel used to do this. Jewel finally died. My firemouth and salvini did the same thing. Salvini died as well.
 
Are they both males or is it a male and a female? Males are most likely to sort out dominance and with a male and female it could be a sign breeding.

My fish never died of liplocking.. usually after one wins it stops and the one that lost knows who's boss. Just make sure things don't get too rough.
