So I haven't been able to find soil with no fertilizers in it for my savannah monitor and wanted to know if Zilla's jungle earth would be a suitable replacement

Cypress mulch and play sand will also work. Eco Earth, Forest floor, repti bark, etc are all good as well.

yeah, they make lots of reptile beddings especially for reptiles and amphibians. i have only used pay sand for a soft shell turtle

Zilla markets Jungle earth? I thought that was exo terra. It is okay if you have no issue with the price of the stuff. Its a little 'pokey' because of the wood. Just avoid anything made of coconut fibers. Absolutely useless for heat retention.
Most reptile litters are the same product sold to nurseries, just repackaged and priced higher for pet shops. You could check local nurseries if you have a large terrarium.
Cypress Mulch is a good choice also for humidity, but it cannot be cleaned and has to be replaces with each soiling.

I use cypress mulch for my large Tegu enclosure...

I'm very happy with it...
