Its got ALOT of calcium residue on the filter and part of the tank. What fish-safe chemical will take that off. I tried scrubbing it off with a towel for the past hour not working.

Will vinegar help with cleaning the calcium off of the tank top and filter? Anything else that will work?

Vinegar will be your safest option. CLR can work wonders as well, but is very toxic so you have to make absolutely sure it's completely rinsed out. Some buffing/polishing compound and elbow grease will also help remove stubborn stains.

Btw, by vinegar do u mean standard cooking vinegar? I have bragg's unfiltered apple cider vinegar will that work? How about balsamic vinegar? Or white wine vinegar by star italia kitchen? Rice vinegar? If not listed here PLEASE let me know what kind I wanna do this within the next 30 mins.

I've always used plain, cheap, white vinegar with good results. I've also stolen some apple cider vinegar from my wife when I needed some extra. There's no need to use anything expensive for this.
 
I wouldn't use balsamic just because, well, it has a really strong odor. And you might stain the silicone haha. Just use el cheapo white vinegar, it's inexpensive and easy and fast.

I tried 3 different kinds... didn't work. I mean didn't work as in not even a miniscule difference. Next option?

Did you try letting it soak? The acid might need time to loosen the calcium. If the vinegar still doesn't work, you can go the CLR route, which works really well but requires EXTENSIVE rinsing, as CLR likes to linger and will kill fish. Or, if it's flat glass, you can take a razorblade to it after soaking in vinegar for a while, just watch for the seams.

It worked decently for the glass but not for the plastic. I figured out the problem, I used white WINE vinegar. And it didnt soak.
