I have freeze-dryed krill, sinking cichlid flakes/crisps, algae wafers, and frozen bloodworms. Which of those will it choose from? Is it OK to leave it in a tank w/ sand? Will it bother my bichir? If so should I house it with african cichlids instead and swap him with my bristlenose into a different tank? he's about an inch or two long and currently housed in a 65G with sand and two juvenile New World cichlids.

I don't have a vampire but I do have it's cousin the Sultan pleco, sand is fine and he is in with 12 bichirs. I have only seen him attached to a fish once, a black spotted eel, but he wasn't sucking the slime coat. I would keep him with the bichir they tend to leave each other alone. As far as food the bloodworms will probably be what he takes but you might consider getting hikari carnivore pellets for him and the bichir.

Delhezi and they're both itty bitty right now in with my rams in my 20G. Big tank is waiting on them getting destressed and cycling with some bioballs from my 50 gal for a bit. I'd say both are 2.5 in
 
OK and what about the sinking shrimp pellets I ordered last night haha I forgot to list those

he will probably like the shrimp pellets they like crustaceans

Also how much will he take from the algae/waste around the tank? any at all??

yeah pretty much none they are strict carnivores they are good at taking care of snails which I didn't know until I started seeing battle scars on my mystery snails

what you might do is try feeding tilapia my bichirs love it and so does my sultan. I buy frozen fillets from walmart, cut it up and run it through a food processor to shred it, this makes it easy for even the smallest bichirs to tear of a piece
