Just put new flowerhorn in tank and is sitting at bottom is this normal for new fish?

I just received my flowerhorn today and I went ahead and put him in his tank about 30 mins ago. I noticed that he’s staying at the bottom staying pretty still, is this normal for new fish? He does move every once in awhile however. I’m new to the hobby so I don’t know to much about fish behavior.

Edit: It also looks like he’s breathing a bit slow and sometimes starts leaning to his side but then perks up every little bit.

New fish In a new tank, probably just adjusting to his new home. How long has the tank been set up?
It’s been set up for 2-3 weeks. I had kept the gravel and some of the water in the tank from the last owner so it was easier to cycle and it housed a pleco but I went ahead and moved the pleco for awhile so that way the flowerhorn could quarantine. It is fully cycled, as of yesterday the readings were.

Ammonia “0”
Nitrite “0”
Nitrate “20”

I will be doing another test of the water here in a few minutes to make sure all the reading are the same. It does look like he is perking up more now.
