Definitely, without a doubt. :) Given that rare means just that - does not exist in any sort of large numbers, then I'm sure there are many people out there keeping fish that is unique to just their tanks - whatever that trait that makes them unique is.

Issue though is that many of this trait that makes a fish unique is also a deformity, and so despite being rare, they won't really be cared for. Of course, sometimes a deformity is still acceptable nonetheless, because of what else it carries along with it. The EB trait in EBJDs for example, creates a brilliant blue, but also causes a lot of physiological defects. So it's actually a deformity that is desired.

So I guess it's less about "Do you think that there is anyone in the world who has a super rare breeding pair and they don't even know it?" but more about "Do you think that there is anyone in the world who has a breeding pair that would be very desirable and they don't even know it?". :P
 
I know Super Red Monkeys are rare pair, but they been reintroduced in US , I think David Lu of akara farm sold some fry to Albert and Julie... Some actually ended real nice .
