I have a 29 gallon tank and the light is yellow what should i do it makes my tank loook dirty? and i want to put some neon tetras in it any tips on keeping those? and last but not least should i use gravel or sand i want to put like an asian bridge in the middle of the tank and some plants?
 
Replace the lamp with a 10,000k lamp, similar to the bright white lamps you use in your house.
 
Neon Tetras are fish that should only be put into a tank that's been up and running for a couple months, as they're not very hardy. I have never kept them but I did debate doing it at one point, and that's what I learned in my research.
As for sand vs gravel, I like sand a LOT better. It's so much easier to clean, because everything settles on top of it. I use pool filter sand, it's great.

About 10 bucks for a 50lb bag at any pool store....get a Daylight bulb much better and brighter than the normal white bulb...
